Global News Update: Canada Passes Controversial Hate Speech Bill, Removing Historical Religious Protections

This week, a major legislative shift occurred in Canada that has drawn intense concern from faith leaders, Christian charities, and civil rights organizations globally. On June 4, 2026, the Canadian Senate passed **Bill C-9** (The Combatting Hate Act) in a 45-13 vote, sending the legislation back to the House of Commons without crucial protections for religious expression.


The passage of this bill marks a historic turning point for the legal landscape of religious speech in Canada.


The Core of the Issue: Repealing the "Good Faith" Defense


For decades, Canadian hate speech laws contained a specific legal safeguard under Section 319(3)(b) of the Criminal Code. This clause protected believers by ensuring that a person could not be convicted of willfully promoting hatred if, in good faith, they were expressing or arguing an opinion on a religious subject based on their belief in a sacred text, such as the Bible.


Under Bill C-9, a political coalition teamed up to **completely repeal this religious text defense**.


Despite a six-month battle and heavy lobbying from a broad coalition of Christian and pro-life entities warning against the "chilling effects" of the bill, amendments to protect peaceful religious speech were ultimately voted down.


Why This Matters to Christians Globally

While the stated intent of Bill C-9 is to crack down on public intimidation, discrimination, and targeted violence, Christian advocacy groups—such as the Canadian Council of Christian Charities (CCCC)—warn that the language used in the bill is dangerously broad.

Without a clear definition of what legally constitutes "hatred," and with the traditional religious defense stripped away, many fear the new law opens a dangerous door to the weaponization of the courts against orthodox Christian teachings. Peaceful expressions of biblical truth regarding morality, family, and sanctity of life could potentially be reinterpreted under the law as criminal hate speech.


Advocacy leaders have openly lamented the decision, calling it a "dark day for religious freedom" that paves the way for the criminalization of peaceful, faith-based viewpoints.
